WORKING GROUP FOR COASTAL ACT SUPPORT (WG/CAS)

Purpose

The Working Group for Consumer Option for an Alternative System to Allocate Losses (COASTAL) Act Support (WG/CAS) provides a forum for interagency coordination and collaboration on the development of capabilities and provision of services in support of COASTAL Act requirements. The WG/CAS was established by the Interdepartmental Committee for Meteorological Services and Supporting Research (ICMSSR) and is aligned under the Working Group for Disaster Impact Assessment Plan (WG/DIAP).

On June 29, 2012, Congress passed the Federal highway conference bill which was then signed into law by the President on 6 July. The bill included legislation to establish the Consumer Option for an Alternative System to Allocate Losses (COASTAL) Act. The COASTAL Act is intended to help the National Flood Insurance Program (NFIP), under the Federal Emergency Management Agency (FEMA), by better discerning wind versus storm surge damages in the event of “slab cases,” where little tangible evidence beyond a building’s foundation remains for the proper adjustment of insurance claims for homes totally destroyed by a hurricane or tropical storm.

Under the Act, the National Oceanic and Atmospheric Administration (NOAA) is required to produce detailed post-storm assessments (in the form of hindcast model output) following tropical cyclones that impact the coastal zones of the U.S. and its territories. These assessments are then required to be submitted to FEMA within 90 days. NOAA is required to make all cyclone-related data and post-storm assessments available to the public and to maintain an online database.

In September 2012, ICMSSR established the Joint Action Group for COASTAL Act Post Storm Analysis (JAG/CAPSA) which produced the COASTAL Act Capabilities Development Plan (CACPD), assisted WG/DIAP update the National Plan for Disaster Impact Assessments to include COASTAL Act response guidance, and assisted NOAA in drafting operational procedures to manage COASTAL Act storm response. The ICMSSR approved formalizing JAG/CAPSA as a permanent Working Group in 2018.
